Financing Agreement signed between Ethiopia and the World Bank to fight against the Desert Locust Infestation

Today, 22nd of May 2020, a Financing Agreement worth of USD 63 million (ETB 2.14 billion) signed between FDRE Ministry of Finance and the World Bank (International development Association) to support the government to respond to the emergency Desert Locust infestation that is a posing a serious challenge for the country. The financing secured today is  made up of 50% loan and 50% grant and is part of the World Bank’s broader multiphase programmatic approach which also supports Djibouti, Ethiopia, Kenya and Uganda with total allocation of USD 160 million in the first phase; to ensure regionally coordinated response.

The Financing will be used to implement planned activities to prevent and respond to the threat to livelihoods posed by the desert locust infestation outbreak and strengthen Ethiopia’s systems for preparedness.

 

Specifically, the proceeds of the financing will be used to:

  • Carry out continuous surveillance of the locust situation to inform effective control operations and identification of affected and at-risk communities;
  • Implement control measures to reduce locust populations and prevent their spread to new areas through targeted ground and aerial control operations;
  • Implement a program of activities to help protect the poor and vulnerable in locust-affected areas from human capital and asset loss, to enhance their access to food, and to rehabilitate food production systems and livelihoods that have been damaged or destroyed by locust swarms; and
  • Implement a program of activities to strengthen the regional and national capacity for locust surveillance and control operations.

The Financing Agreement was signed by H.E. Mr. Ahmed Shide, Minister of Finance and Ms. Carolyn Turk, the World bank Country Director for Ethiopia, Eretria, Sudan and South Sudan.
