Job  Title               :          National Consultant Disaster and Risk Financing

Background context : The IRFF is a flagship initiative which focuses on inclusive insurance, sovereign risk financing, insurance investments, natural capital, health, SME development and other areas where insurance and risk transfer solutions and collaboration with the insurance industry can add significantly to the achievement and delivery of the Sustainable Development Goals (SDGs). The IRFF aims to foster financial resilience and underpin sustainable development worldwide by harnessing the power of insurance and risk financing. It focuses on vulnerable populations, communities, and ecosystems, particularly developing inventive insurance solutions and services. The overarching goal is to forge sturdy financial resilience against escalating climate risks through inclusive insurance, risk financing mechanisms, governance, development, advocacy, research, and evidence-based practices.

In 2022, UNDP Ethiopia embarked on the Insurance and Risk Finance Facility (IRFF) initiative. This initiative aims to stimulate the creation and delivery of innovative risk financing and insurance products, tools, and services while simultaneously driving long-term insurance and risk financing market transformation in Ethiopia. Moreover, this initiative adopts a research and evidence-based approach to bring about legislative and regulatory changes in the insurance sector, which enables

The primary concentration of the initiatives is: Advocacy, Research, and Evidence: Generation of knowledge products such as reports and feasibility studies illustrating the interplay between insurance, risk financing, and development;  Inclusive Insurance: Strengthening National Insurance Regulators’ capabilities to create a more conducive environment for inclusive insurance;  Sovereign Risk-Financing: Build the capacity of government partners to understand and articulate risks, strengthen risk measurement and modelling to inform decision-making and disaster finance planning, Development and Delivery of Insurance/Risk Financing Solutions; Integration of Insurance and Risk Financing into Development Frameworks: Formulating a national and subnational disaster risk financing strategy/framework, Integration of insurance and risk financing into public policy and development/climate frameworks, such as National Adaptation Plans (NAPs), Nationally Determined Contributions (NDCs), INFF, climate policies, and Country DRF Strategies, and The Inclusive and Risk Finance initiative in Ethiopia committed to provide training to key officials of the relevant government institutions to strengthen institutional systems, processes, and governance of disaster risk finance.

The Ministry of Finance seeks to hire a national consultant who is responsible for assisting in developing and implementing a training program on understanding and financing risks to accomplish the goals of the inclusive insurance and risk financing project. The general objective  is to enhance the capacities of government officials and development stakeholders to improve risk governance mechanisms and to assess the various types of disaster risks to make informed decisions.

Key responsibilities /expected result of the consultant

  • Support the department in MoF who will own and implement the DRF Strategy
  • Strengthening the Legal Foundation of Disaster Risk Management (DRM) by Addressing Shortcomings in the Legal Framework and Providing Clear Legal Direction

Required Qualification and  competencies

  • Education : LLM, MSc or MA development studies, public administration, international business or related fields
  • Experience : Minimum of 10 years of relevant work experience in project/programme management and senior advisory services. Previous experience in government and international organizations is highly desirable. 
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
  • Language requirements: Fluency in Amharic and English

Technical Competencies:

  • Good understanding of disaster risk management and/or financing ecosystem.
  • Good understanding of regulatory frameworks in Ethiopia related to DRM.
  • Experience and confidence in working with senior government officials, including Ministers, Sate Ministers and Commissioners/Director Generals
  • Highly proactive communicator (both verbal and written) and networker
  • Good understanding and experience in the working of government and donor development projects
  • Good analytic and multi-tasking skills
  • Proven working experience in developing legislation. 
  • Excellent stakeholder coordination and internal communication skills

 

  • Solid organizational skills including attention to detail and multitasking skills
  • Familiarity with bureaucratic requirements in national and/or regional government ministries as well as exposure to coordination of development programmes will be an advantage.
  • Functional Competencies: Shares knowledge and experience and actively works towards continuing personal learning, acts on learning plan and applies newly acquired skills .
  • Ability to perform a variety of specialized tasks related to Results Management, including support, planning and implementation of programme, managing data, reporting
  • Leadership and Sel-Management :  Proven leadership and coordination skills, enabling different parties to collaborate; Focuses on result and responds positively to feedback, consistently approaches work with energy and a positive, constructive attitude, remains calm, in control and good humored even under pressure and Demonstrates openness to change and ability to manage complexities
