Ethiopia's Official Statement on Comparability of Treatment — External Debt Restructuring

In accordance with the terms of the MoU, the Government of Ethiopia formally commits to remaining in arrears towards those external creditors within the scope of the debt treatment with whom it has not reached a debt restructuring arrangement on terms considered by the OCC to be at least as favourable to Ethiopia as those set forth in the MoU.
This commitment reflects Ethiopia's obligation to ensure that no external creditor outside the MoU framework receives treatment more favourable than that agreed with the OCC. The Government of Ethiopia reaffirms its dedication to a fair, transparent, and orderly debt restructuring process consistent with the principles of the G20 Common Framework.
The Ministry of Finance will continue to engage actively and in good faith with all relevant creditors and looks forward to reaching timely agreements that support Ethiopia's path toward debt sustainability and long-term economic resilience.
